Strategic studies in science, technology and innovation for Brazil

Scope of CGEE's activities

  • Strategic studies and analyses, exploratory studies and diffusion of information with the aim of supporting decision-making, formulation and implementation of public policies in science, technology and innovation (ST&I), as well as subsidies in the area of technology for businesses.

  • Articulation, coordination and interaction between Science & Technology actors and the productive sector.

Prospective Studies
Studies performed by CGEE identify future possibilities and support public policies for the development of science, technology and innovation in Brazil. Topics covered by these studies include water resources, biofuels (ethanol and biodiesel), climate changes, telecommunications, the Amazon Region, productive chains, human resources for innovation, biotechnology, nanotechnology, information and communications technologies (ICTs).

Strategic evaluations
Another main competency at CGEE deals with studies on economic and social impacts of policies, programs, projects and public institutions in the ST&I field. These studies cover issues related to organization and management, financing strategies and results and participation of ST&I stakeholders. Some of these initiatives include the Fundos Setoriais (Sectorial Funds) of the Ministry of Science and Technology, the Brazilian Antarctic Program (Proantar), coordinated by the National Council for Scientific and Technological Development (CNPq), and the Programa Subvenção Econômica (Economic Subvention Program), coordinated by the Research and Projects Financing (Finep) - the Brazilian Innovation Agency - that stimulates innovative activities parallel to the industrial, technological and foreign trade national policy and strategic sectors.

Strategic Planning in S,T&I
CGEE offered technical, methodological and logistical support for the strategic planning of all 17 ST&I institutions belonging to the Brazilian Ministry of S&T. This activity had as objective the motivation and implementation, using Strategic Planning tools, of conceptual and procedural models. Thus, internal and external participation techniques with stakeholders (including society) were used at the definition of a strategic direction of these institutions. In the past years, CGEE carried out three main activities in this specific area of work; the follow-up of INSA (National Institute for the Semi-Arid Region) Strategic Planning, conducting three strategic studies dealing with the competency mapping for the Semi-Arid Region of Brazil, its networks and the preparation for the construction of the Semi-Arid Forum and Observatory. The second activity was the Strategic Management Plan for the Brazilian Innovation Agency (Finep), to whom CGEE elaborates strategic analyses, studies, and proposes procedures and mechanisms that will allow Finep to change its management and organizations processes, the elimination of structural problems and the formation of a new institutional culture; aiming for the improvement of Finep´s strategic management in the context of Brazil's S,T&I National System. The third activity was the University of São Paulo's Medicine Department and Hospital (FMUSP-HC) Strategic Planning effort.

Information and knowledge diffusion
The Center publishes the monthly newsletter Notícias.CGEE, with news related to its activities and studies. Furthermore, CGEE publishes periodically reports and studies taking place at the Center, as well as the semester journal Parcerias Estratégicas, which contains scientific articles about different ST&I issues. In addition, CGEE is also involved in initiatives such as the concept and construction of Portal Inovação, an e-government tool designed to promote the integration of businesses, ST&I experts and institutions. As an articulation player, CGEE promotes events such as seminars, workshops and meetings involving experts and stakeholders from National and International organizations in the field of ST&I.

Institutional values

  • ST&I are central elements for social transformation, and must comply with the values of ethics, equity, social justice, democracy and national sovereignty.
  • ST&I policies must be based on prospective exercises, i.e., they must incorporate intelligence and be directed towards the future.
  • Diversity in points of view – from academia, public organs, private sector and civil society representatives – is essential for granting the quality of studies and analyses.
  • Knowledge is crucial to improve quality of life and plays an essential role in sustainable development.

A new institutional format

The Center for Strategic Management and Studies is an entity supervised by Brazil's Ministry of Science and Technology.It is a non-profit institution created in 2001 and qualified as a Social Organization by the Brazilian Federal Government in 2002.

As such, CGEE can use public funds to develop its activities aiming to respond to specific society demands on ST&I. Most of these activities are established via contracts with the Federal Administration under the supervision of the National Ministry of Science and Technology (MCT). In accordance with its norms and regulations, CGEE reports are regularly examined by its Administration Board and by the Ministry of S&T while the execution of its budgetary plan is supervised by the Brazilian Audit Court.
