Scope of CGEE’s activities

• Strategic studies and analyses, exploratory studies and diffusion of information with the aim of supporting decision-making, formulation and implementation of public policies in science, technology and innovation, as well as subsidies in the area of technology for businesses.
• Articulation, coordination and interaction between science & technology actors and the productive sector..

Core competences

Prospective Studies

These studies identify future possibilities and support public policies for the development of science, technology & innovation. Among the topics, these surveys have covered water resources, bio-fuels (ethanol and biodiesel), global climatic changes, the Amazon, human resources for innovation, biotechnology, nanotechnology and information and communications technologies (ICTs).

Strategic evaluations

Studies on economic and social impacts of policies, programs, projects and public institutions in the area of ST&I. These studies deal with issues related to organization and management, financing strategies and results and participation of ST&I actors. Some of these initiatives include the Sectorial Funds (Fundos Setoriais) of the Ministry of Science and Technology, and the Brazilian Antarctic Program (Proantar), coordinated by the National Council for Scientific and Technological Development (CNPq).

Information and knowledge diffusion

CGEE is involved in initiatives such as the construction of the Portal Inovação, designed to promote the integration of businesses, experts and ST&I institutions. It also publishes the monthly bulletin Notícias CGEE (www.cgee.org.br/noticias), documents and the journal Parcerias Estratégicas, in addition to analyses of indicators in its areas of competence. It promotes events such as seminars and articles about the National Household Sample Survey (PNAD) as well.

Institutional values

•  ST&I are central elements for social transformation, and must comply with the values of ethics, equity, social justice, democracy and national sovereignty.
•  ST&I policies must be based on prospective exercises, i.e., they must incorporate intelligence and be directed to the future.
•  Diversity of points of view – from academia, public organs, private sector and civil society representatives – is essential for granting the quality of studies and analyses.
•  Knowledge is crucial to improve quality of life and plays an essential role in sustainable development.

A new institutional format

The Centro de Gestão e Estudos Estratégicos (Center for Strategic Studies and Management in Science, Technology and Innovation) is a not for profit institution launched in 2001 and qualified as a Social Organization by the Brazilian Federal Government in 2002. As such, CGEE can use public funds to develop its activities aiming to answer specific society demands on ST&I. Most of these activities are established via contracts with the Federal Administration under the supervision of the Ministry of Science and Technology. In accordance with its norms and regulations, CGEE reports are regularly examined by its Administration Board and by the Ministry of S&T while the execution of its budgetary plan is supervised by the Brazilian Audit Court.
