The center participates in the body responsible for developing the action plan and proposing the governance model for the implementation and operation of the system.

The Center for Management and Strategic Studies (CGEE) has joined the Technical Group of the Committee for the Development of the Brazilian Space Program (CDPEB), created with the objective of developing the Action Plan for the Development and Operation of the National Positioning, Navigation and Time System and establishing the governance model for the implementation and operation of the system. CGEE's participation was formalized by Resolution No. 48, of August 7, 2026, published in the Official Gazette of the Union on August 11.

The document designates the primary and alternate representatives of the institutions that make up the technical group. From CGEE, Thyrso Villela Neto was designated as the primary representative and Fernando Teixeira Bueno as the alternate. Representatives from the Ministry of Planning and Budget and the Brazilian Aerospace Industries Association are also part of the group.

The Center's participation in the technical group reinforces its contribution to strategic initiatives related to scientific, technological and innovation development in the country, especially in areas of national interest that require institutional coordination, knowledge production and a long-term vision.

The National Positioning, Navigation and Time System is strategically important for Brazil, with applications in different sectors and activities that depend on precise positioning, navigation and time synchronization information. In this context, the technical group will play a relevant role in defining the actions necessary for the development and operation of the system, as well as in proposing its governance model.

CGEE and the PNT agenda

Through the Space Technologies Observatory (OTE), CGEE already develops studies and initiatives related to the topic of Positioning, Navigation and Time, contributing to the debate on the country's technological autonomy. This work precedes and connects to the Center's participation in the Technical Group established by CDPEB.

Resolution No. 48 also establishes that the participation of members of the Technical Group will be considered a relevant public service and will not be remunerated.
