The Science, Technology and Innovation Observatory (Octi), of the Center for Management and Strategic Studies (CGEE), will launch the 8th edition of the Octi Thematic Bulletin – Espírito Santo on the 4th of next month, at 10 am. The launch will be online and broadcast via YouTube.

This year, the publication features a focus on Science, Technology & Innovation (CT&I) in Espírito Santo, with an analysis of data and indicators collected by Octi in the sector, as well as its structuring axes and strategic actions.

The bulletin is based on the State Plan for Science, Technology and Innovation of Espírito Santo, developed by Octi/CGEE. The plan has a 10-year vision (2025–2035) and offers an unprecedented and territorialized diagnosis of the Espírito Santo S&T ecosystem. The plan brings together strategic data, indicators and analyses on human resource development, scientific production, innovation, technological infrastructure and the state's insertion in high-tech production chains, among other data.

Data from the bulletin reveals that human resource development and technical education in Espírito Santo have advanced significantly. The state ranks 5th nationally in graduates of science, technology, engineering, and mathematics (STEM) courses and shows significant growth in vocational and technological education (VTE), with more than 60,000 enrollments in 2023.

The state also stands out for the expansion of postgraduate studies, with an increase of 1,209 masters and 220 doctoral graduates in 2021. And women are at the forefront, responsible for 47% of enrollments. In addition, 38% of research and innovation grants from the Espírito Santo Research and Innovation Support Foundation (Fapes) are led by women.

In the area of scientific production, Espírito Santo has an average higher than the national average of 1.26 (2020) in the generation of books, articles, and academic papers by postgraduate researchers, with 1.34. Despite facing challenges in internationalization and patent production, the state has an active academic ecosystem, with more than 5,000 researchers and 828 registered research groups.

The low level of technological integration in exports and the potential for transformation are also challenges. Only 0.6% of Espírito Santo's exports in 2022 came from high and medium-high technology-intensive sectors—well below the national average of 16.3%. This data highlights the urgency of policies that stimulate more sophisticated production chains. Even so, there are promising signs in the software sector, with above-average growth in innovative micro-enterprises.

The bulletin presents many perspectives and challenges for Science, Technology & Innovation (ST&I) in Espírito Santo. This edition is merely a summary of the studies conducted, but it can serve as a reference in the formulation of more effective public policies and for the engagement of different sectors in strengthening ST&I as an engine of sustainable development in Espírito Santo.

What is PCTI-ES and why does it matter?

The PCTI-ES 2025–2035 is a long-term plan that will define the guidelines for the scientific and technological development of Espírito Santo in the next decade. It seeks to promote a sustainable, equitable innovation environment connected to the regional needs of Espírito Santo. The plan is a demand of the State Secretariat of Science, Technology, Innovation and Professional Qualification (Secti-ES), the Foundation for Research and Innovation Support (Fapes) and the Capixaba Innovation Mobilization (MCI) and will provide public and private managers, the academic sector and civil society with inputs for the development and strengthening of the state's science, technology and innovation in the long term.
