The Center for Management and Strategic Studies (CGEE) will launch a new study at the Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC), held in Baku, Azerbaijan, from November 11th to 22nd. Titled “Cooperation towards Innovation on Climate Change: An Overview on Technology Development and Transfer,” the document aims to provide a more comprehensive understanding of how to accelerate climate action and contribute to mitigation and adaptation through targeted technology transfer.
Produced by CGEE Director Caetano Penna, Positive Agenda for Climate Change Leader Marcelo Poppe, Project Leader Mayra Juruá, and technical advisors Emilly Caroline, Gabriela Britto, and Bárbara Bressan, the publication explores the concept of technology development and transfer (TDT) and its critical role in achieving global climate goals and supporting economic development in emerging nations. The note also highlights the complexities of international TDT, with a particular focus on the technological needs of developing countries in the context of climate change.
In addition to identifying challenges and gaps, the study examines how existing mechanisms and alternatives can be more effectively leveraged to establish a technology regime aligned with local needs. The document further investigates the interactions between the Technology Mechanism (an international UNFCCC framework aimed at supporting countries, particularly developing ones, in implementing technological solutions for climate change mitigation and adaptation) and innovative financial instruments, essential to meet these countries’ specific needs. The publication also proposes strategies to enhance the effectiveness of technology transfer mechanisms and strengthen international cooperation in this field.
