The Center for Management and Strategic Studies (CGEE) held a presentation today (26) with visiting researcher Jacob Silva Paulsen from the Swedish Foundation for International Cooperation in Research and Higher Education (STINT). The meeting took place at the Center's headquarters in Brasília (DF). The opening of the program was conducted by the director of Strategic Projects and International Relations at CGEE, Caetano Penna, who will work directly with the visiting researcher.
The activity aimed to promote debate and the exchange of experiences between projects developed by CGEE and initiatives led by the researcher, especially in the areas of research, development and innovation (R&D&I), artificial intelligence and supercomputing. The discussion included the participation of project leaders Adriana Badaró and Sofia Daher.
With the theme "Integration of intelligence in Science, Technology & Innovation and international cooperation: interfaces between the Nordic experience and the CGEE observatories (Octi and ORHCT&I)", the presentation also sought to advance the construction of a cooperation plan between projects with thematic affinity, aiming at the joint development of research between Brazil and Sweden.
On that occasion, Paulsen highlighted information about Stint's role as an organization focused on strengthening the internationalization of higher education. Created by the Swedish government in 1994, the foundation promotes the development of knowledge and skills in this area, as well as investing in international cooperation projects proposed by researchers, professors, and university leaders. The institution also supports academic partnerships with countries outside Europe, the European Free Trade Association (EFTA), and the United Kingdom, having allocated approximately 2 billion Swedish kronor (SEK) to internationalization initiatives between 1994 and 2025.
STINT also acts as a national resource for knowledge in internationalization, supporting universities and funding agencies, promoting responsible practices in this field, and conducting trend analyses. The institution also plays a relevant role in promoting scientific diplomacy, strengthening connections between countries through cooperation in science, technology, and innovation.
In the field of scientific cooperation, the foundation emphasizes building partnerships based on trust, capable of promoting cultural understanding between countries and broadening the understanding of local contexts. These initiatives contribute to strengthening international relations and improving the quality of scientific production through the exchange of knowledge and experiences.
The head of the Octi at CGEE, Adriana Badaró, highlighted the convergence between the visiting researcher's priorities and the Center's lines of action, especially regarding the mapping and monitoring of scientific production in Brazil and Latin America, with the potential to strengthen cooperation with Sweden. According to her, topics such as artificial intelligence and bioeconomy directly relate to recent studies conducted by CGEE and the work of the institution's observatories.
“With this perspective of expanding cooperation with Sweden, he brings up specific topics that are priorities and of interest, including artificial intelligence, bioeconomy, and other subtopics within these areas. These topics resonate strongly with recent studies by CGEE, especially regarding his interest in mapping and monitoring scientific production, not only in Brazil but also in Latin America, considering how this can generate collaborations,” he stated.

Jacob Silva Paulsen, a visiting researcher at STINT, holds a degree in civil engineering from the Technical University of Denmark (DTU) and a doctorate in sustainable building materials from the Royal Institute of Technology (KTH). With experience as a science and innovation advisor at the Swedish and Danish embassies in Brazil, he works to promote the internationalization of Swedish higher education institutions and to identify opportunities for scientific collaboration in South America.
Currently based in Brasília (DF), at CGEE, the researcher develops activities aimed at strengthening international cooperation networks, focusing on monitoring the Brazilian R&D system, especially in the fields of artificial intelligence and supercomputing.
