The CAA evaluates the performance of social organizations linked to the MCTI based on criteria such as efficiency, effectiveness, and efficacy.
The Center for Management and Strategic Studies (CGEE) received, this Wednesday (April 15), a grade of 10 from the Evaluation and Monitoring Commission (CAA) of the Ministry of Science, Technology and Innovation (MCTI), in recognition of its institutional performance throughout the year 2025.
The result was highlighted by the CEO of CGEE, Anderson Gomes, in a meeting with all the Center's employees, in which he celebrated the series of achievements and the expansion of institutional activities throughout the year. On that occasion, Gomes emphasized that the consolidated advances reinforce CGEE's strategic role in supporting the Brazilian State.
“Our strategic role is expressed in our robust project portfolio, the intensification of national and international collaboration, and the production of qualified evidence for public policies. This performance also increases our responsibility in project execution and our ability to respond, with quality and consistency, to the growing challenges in the science, technology, and innovation agendas,” he stated.
The CAA, composed of representatives from the Ministry of Science, Technology and Innovation (MCTI), the Ministry of Management and Innovation in Public Services (MGI), the Ministry of Education (MEC), and experts in science, technology and innovation (CT&I), evaluates the performance of social organizations linked to the MCTI based on criteria such as efficiency, effectiveness and efficacy.
Established by MCTI Ordinance No. 8,944, of February 14, 2025, the Commission's purpose is to evaluate science, technology, and innovation (ST&I) projects and programs executed by Social Organizations linked to the Ministry. Its role involves monitoring and overseeing the execution of Management Contracts, based on goals and performance indicators aligned with the agreed-upon strategic guidelines and objectives.
In addition to monitoring the achievement of institutional goals, the CAA promotes coordination between secretariats and bodies of the MCTI, contributing to the alignment of actions with national priorities in competitiveness, innovation, and scientific and technological development. Evaluations are conducted annually, between April and May, and also at the end of each contractual cycle.
The activities evaluated in 2025 were conducted under the leadership of then-CEO Fernando Rizzo, with the participation of directors Anderson Gomes, Caetano Penna, and Geraldo Nunes, as well as project leaders, area coordinators, and the institution's technical staff.
The 2025 Management Report highlights a consistent set of deliverables that reaffirm CGEE's strategic role in supporting public policies for science, technology, and innovation. Among the year's highlights are the organization of the 3rd International Conference on Climate and Development in Semi-Arid Regions (ICID III) in Fortaleza (CE), and 96 other events that strengthened cooperation networks in Brazil and abroad, as well as participation in international agendas such as COP30 and BRICS.
In the field of structuring projects, noteworthy achievements include the Digital Technologies Observatory and advancements in the evaluation of National Institutes of Science and Technology (INCTs), as well as the technical contribution to defining the intervention logic of the Priority Programs of the National Fund for Scientific and Technological Development (FNDCT).
Also noteworthy are initiatives focused on sustainability and regional development, such as the launch of the "Cadernos da Amazônia" collection and the new editions of the "Diálogos com o CGEE" project, held in Macapá (AP), Santa Maria (RS), and Cuiabá (MT), which broadened the collaboration with local institutions and brought the Center's studies closer to regional challenges. This set of actions was complemented by the launch of the 4th Annual Bulletin of the Observatory of Science, Technology and Innovation (Octi) and the holding of the first meeting of the National Bioeconomy Commission (CNBio), hosted by CGEE.
