CNPq and CGEE discuss cooperation for the evaluation of science and technology programs.

The meeting addressed the use of evidence and indicators to support public policies and the evaluation of strategic initiatives, including the National Institutes of Science and Technology (INCTs).

The board of the Center for Management and Strategic Studies (CGEE) met today (14) with the board of the National Council for Scientific and Technological Development (CNPq) to discuss joint actions aimed at strengthening the evaluation of strategic science, technology and innovation programs in the country. The meeting was held at the headquarters of the funding agency, in Brasília (DF).

Representing CNPq at the meeting were President Olival Freire Junior; Director of Institutional, International and Innovation Cooperation (DCTI), Mônica Felts; Director of Results Analysis and Digital Solutions (DASD), Débora Peres Menezes; Director of Administration (DADM), Laudir Schmitz; and DCOI Coordinator, Luciana Inacia Gomes. Representing CGEE, in addition to the CEO, Anderson Gomes, were the Administrative and Financial Director, Geraldo Nunes, and the project leader and advisor to the president, Kilma Gonçalves Cezar.

On that occasion, the recent results of the evaluation of the National Institutes of Science and Technology (INCTs), conducted in partnership between the institutions, were discussed. The CEO of CGEE highlighted that the initiative has been very well received by the scientific community and managers in the field.

"This work demonstrates the importance of producing qualified evidence to support the improvement of public policies in science, technology, and innovation. This initiative has been widely recognized by the scientific community and managers in the field," he stated.

The meeting also discussed possibilities for deepening cooperation between CGEE and CNPq through the evaluation of other programs considered strategic for the National System of Science, Technology and Innovation. The objective is to consolidate evidence, results, and impact analyses that can support the improvement of public policies for the sector.

“We discussed the evaluation of all the Council’s important programs and the joint efforts between CNPq and CGEE to bring these evaluations, their results and impacts, in order to support new public policies,” Gomes highlighted.

According to the president of CNPq, Olival Freire Junior, the work of CGEE plays a relevant role in strengthening science, technology, and innovation policies in the country. "The Center is a very important institution for Brazilian science because it helps to consider the role of science, its development, and its impact on society," he stated.

According to him, the partnership between the institutions could result in the construction of a structured program for evaluating strategic initiatives conducted by CNPq. "What we want now with CGEE is exactly that: to have a kind of evaluation program for some of our programs, so that we can gather data that highlight what we perceive intuitively," he said.

Freire also emphasized the importance of producing evidence about the results of public policies supporting science, technology, and innovation in Brazil. "The systematic activity of the Brazilian State in supporting science and technology has yielded benefits for Brazilian society and for national sovereignty," he concluded.
