Brazil's challenge in becoming a powerhouse in the rare earth resources chain is not about producing more minerals, but about building national capabilities capable of generating value, technology, and strategic autonomy. With this in mind, the Center for Management and Strategic Studies has made available the Policy Brief "Rare Earths in Brazil: Transforming geological advantages into national capabilities ," aiming to provide recommendations to parliamentarians for decision-making in the sector.

Considering the country's geological advantages, the material demonstrates that Brazil already possesses exceptional conditions to participate in the new economic cycle and sustain a development strategy based on critical minerals and innovation. To this end, the main guidance for leaders of the Executive and Legislative branches is to treat rare earth elements as a matter of state policy, establishing an integrated strategy that articulates natural resources, industry, technology, sustainability, and governance within a long-term agenda.

In the context of the reorganization of the world economy, driven by the energy transition, digitalization, and geopolitical competition, the country must seek to master all stages, from extraction and processing to industry and application in technological innovation and national knowledge. This material is based on the content of the publication "Rare Earths in Brazil: state of the art, scenarios and a strategic roadmap for 2026–2040," a publication that updates a benchmark diagnosis of the sector and presents ways to transform Brazil's mineral potential into technological and industrial capacity.

For Brazil to take advantage of the international window of opportunity, focusing on its autonomy, it is necessary to establish a value-generating supply chain strategy. Skilled and diverse human capital, long-term financing, legal security and business environment, and logistical and energy infrastructure are some of the necessary cross-cutting enabling factors.
