The Digital Technologies Observatory (OTD) initiative at the Center seeks to promote a qualified dialogue between experts, public managers, and the community interested in digital policies and science, technology, and innovation.
With the aim of broadening the debate on digital sovereignty in the country, the Center for Management and Strategic Studies (CGEE), through the Observatory of Digital Technologies (OTD), is promoting, on Tuesday (02), the webinar “Digital Sovereignty in Brazil: main challenges and the role of science, technology and innovation”. On the occasion, a technical note will be launched with the main conceptual foundations of the topic, a diagnosis of national capabilities and strategic recommendations to strengthen Brazilian technological autonomy.
The webinar will focus on the presentation of the document "Digital Sovereignty in Brazil: diagnosis, challenges and paths from the perspective of science, technology and innovation", developed by OTD/CGEE. The study analyzes national technological capabilities, identifies structural bottlenecks and proposes ways to strengthen digital sovereignty in the country.
During the meeting, CGEE will present the initiatives developed by OTD and the role of prospective studies in the formulation of public policies focused on strategic digital technologies. In turn, the Ministry of Science, Technology and Innovation (MCTI) will address the government's perspective on S&T as pillars for strengthening digital sovereignty, including initiatives related to digital infrastructure, scientific research and technological innovation.
The institutional opening will feature the participation of the Director of Strategic Projects and International Relations at CGEE, Caetano Penna. The presentation of the technical note will be given by the author of the study, Professor Luca Belli of the Getulio Vargas Foundation (FGV) and consultant to the Center. Among the panelists will be the Ambassador and Director of the Department of Science, Technology and Intellectual Property of the Ministry of Foreign Affairs (MRE), Eugênio Garcia; the President of the BRICS Forum for Strategic Technology, Isabela Rocha; and Professor Samuel Xavier of the Federal University of Rio Grande do Norte (UFRN) and member of the Brazilian Computer Society (SBC).
The discussions will cover topics such as data control, technological infrastructure, software development, artificial intelligence, digital governance, and international cooperation, as well as contextualizing the Brazilian case within international experiences and the new dynamics of the global digital economy.
The event will be held online, with live streaming on the CGEE YouTube channel, and aims to broaden the qualified public debate on digital sovereignty, as well as strengthen the dialogue between academia, government, the productive sector, and civil society around the challenges of national technological autonomy.
The debate takes place in an international context marked by growing geopolitical disputes surrounding data, semiconductors, artificial intelligence, cloud computing, and strategic digital infrastructures. In different countries, digital sovereignty is gaining centrality in economic development and technological security agendas, driving policies aimed at strengthening national capacities in science, technology, and innovation.
