The Digital Technologies Observatory is highlighted in the MCTI mission to Germany.

The CGEE initiative was presented as part of a strategic agenda for Brazil-Germany cooperation on digital transformation and artificial intelligence.

The Digital Technologies Observatory (OTD), an initiative coordinated by the Center for Management and Strategic Studies (CGEE), was one of the highlights of the technical mission of the Ministry of Science, Technology and Innovation (MCTI) to Germany, carried out between April 20 and 24, 2026.

Representing CGEE at the Brazil-Germany Digital Dialogue, the OTD coordinator, Caroline Pereira, was part of the Brazilian delegation in an agenda that included meetings and institutional visits in Berlin, Hannover, Cologne, Aachen, and Jülich. The meetings addressed strategic topics such as data governance, sovereign computing infrastructure, applied artificial intelligence, and bilateral cooperation in science, technology, and innovation.

During the mission, the OTD was presented at eco — Verband der Internetwirtschaft eV ., the largest digital economy association in Europe, based in Cologne. On that occasion, Caroline Pereira highlighted the Observatory as a strategic platform focused on monitoring digital transformation in Brazil, gathering data on infrastructure, scientific production, the labor market, and the adoption of emerging technologies.

The initiative was positioned as a tool to support the formulation of public policies, especially within the agendas of the Brazilian Strategy for Digital Transformation (E-Digital) and the Brazilian Artificial Intelligence Plan (PBIA).

“We were very pleased to be part of the MCTI delegation and to present Brazil's potential, especially that of CGEE. The initiative also opened up space for the exchange of experiences and for identifying opportunities for cooperation between Brazil and Germany, particularly in areas such as data centers and the development of artificial intelligence solutions,” said Caroline Pereira.

The Digital Technologies Observatory was conceived as a dynamic and continuously updated information base, allowing for the analysis of trends, identification of challenges, and guidance of strategic decisions in the digital field. The platform brings together indicators on connectivity, digital skills, the use of technologies in the productive sector, and human resource development, offering support to public managers, researchers, and companies.
