In celebration of its 25th anniversary, the Center for Management and Strategic Studies (CGEE) is holding a series of events focused on reflecting on its trajectory and the contemporary challenges of public policies in Brazil. As part of this agenda, the Center will host the seminar "The Model of Social Organizations for the Promotion of Public Policies: Current Situation, Lessons Learned, and Paths for Improvement" on May 19th.

Held in a hybrid format, with in-person participation at the CGEE headquarters in Brasília and live streaming, the event will be structured around four discussion axes that combine historical analysis, results evaluation, and the construction of future paths. The program begins at 9:00 AM, and registration is now open via this link .

Throughout the panels, the seminar will promote a qualified analysis of the Social Organizations model, revisiting its original conception, its institutional objectives, and the results achieved over time, as well as the capacities mobilized in the implementation of public policies. Contemporary challenges related to management, governance, and monitoring and evaluation mechanisms will also be discussed, with a view to the continuous improvement of the model.

The panelists will also address the contribution of Social Organizations to meeting current demands in Science, Technology and Innovation, highlighting contexts of greater effectiveness and opportunities for strengthening. The final stage of the seminar will be dedicated to building pathways for improvement, focusing on identifying regulatory, governance and management adjustments, as well as formulating proposals to strengthen these partnerships in the country.

The seminar is part of the current context of improving the Social Organization model in the country. On April 28, 2026, the Public Administration and Service Committee of the Chamber of Deputies held a public hearing to discuss the implications of Bill 10720/18, which deals with aspects related to management contracts between the public sector and Social Organizations, including qualification criteria, monitoring, and potential termination of these partnerships.

In this context, the seminar positions itself as a strategic space for reflection and the development of proposals to improve the model in Brazil.

The event will feature the confirmed participation of the CEO of CGEE, Anderson Gomes, and the former CEO, Fernando Rizzo, as well as Leila Moraes (AGU), Fábio Barreto (Ministry of Science, Technology and Innovation – MCTI), Álvaro Prata (Embrapii) and Luis Elias (FINEP), and invited representatives from the Ministry of Management and Innovation in Public Services, the Ministry of Science, Technology and Innovation, and the Legislative branch.
