CGEE participates in SB64 and follows advancements in the international climate technology agenda.

The Center for Management and Strategic Studies (CGEE) participated in the 64th session of the Subsidiary Bodies of the United Nations Framework Convention on Climate Change (SB64), held in Bonn, Germany. Represented by technical advisors Emilly Caroline and Beatriz Vilela, the Center followed the negotiations related to the Technology Mechanism of the Climate Convention, which culminated in the adoption of the four items under discussion on the technology agenda.

The outcome is considered relevant to strengthening the international climate technology agenda. The adopted items addressed key aspects of the governance and implementation of the Climate Technology Mechanism, including issues related to the National Climate Change Agency (NCTA), the financing of climate technologies, and the mechanism's monitoring and evaluation instruments.

The negotiations involved different strategies among the parties and required successive rounds of dialogue to build consensus. At the conclusion of SB 64, the four items on the technology agenda were adopted, creating conditions for advancing initiatives aimed at implementing climate solutions.

“The decisions adopted at SB64 drive a new stage in the climate technology agenda, strengthening the CTCN, expanding the connections between technology and financing, and creating important foundations for the operationalization of the BTIP,” highlighted Emilly Caroline, technical advisor at CGEE.

Among the decisions adopted is the continuation of the United Nations Environment Programme (UNEP) as the host institution for the Climate Technology Centre and Network (CTCN). This appointment ensures institutional stability for the mechanism responsible for supporting countries in the development, transfer, and implementation of technologies aimed at mitigating and adapting to climate change.

The approval of the agenda also creates favorable conditions for the advancement of the Belém Technology Implementation Program (BTIP), an initiative focused on the implementation of climate technologies and the strengthening of international cooperation in this area. The decisions adopted further strengthen the connections between the technology and financing mechanisms of the Convention, an aspect considered fundamental for expanding the implementation of technological solutions on a large scale.

Since COP29, CGEE has been following discussions related to the BTIP and the strengthening of the Technology Mechanism. As part of this work, the Center launched a Position Paper and a Discussion Paper with contributions aimed at operationalizing the program and improving the international governance of climate technology.

UNFCCC accredited institution

In addition to monitoring the negotiations, CGEE participated in discussions as an accredited observer institution of the United Nations Framework Convention on Climate Change (UNFCCC), contributing to debates related to climate technology, nature-based solutions, and climate finance. During SB64, the Center also disseminated publications produced by the institution, including the book Bioethanol: Fast Track to Mobility Decarbonisation, launched in partnership with the Brazilian Development Bank (BNDES).

“CGEE has been following the UNFCCC climate agenda for several years and, more recently, has expanded its role in discussions about technology. Participation in SB64 was also an opportunity to share studies and experiences developed by the Center, contributing to the international debate on climate solutions,” stated CGEE's technical advisor, Beatriz Vilela.

According to Beatriz Vilela, technical advisor at CGEE, the Center's participation in SB64 reinforces its strategic monitoring of international negotiations on innovation, technological development, and sustainability—central themes for the implementation of global climate action.
