The Center for Management and Strategic Studies (CGEE) launched today (3) the Technical Note “Budgeting of Nature-based Solutions in Sinapi: costs and references”, a groundbreaking study that presents an applied methodology to enable the inclusion of Nature-based Solutions (NbS) in official public works budgeting systems in Brazil.

This publication addresses one of the main obstacles to the large-scale adoption of these solutions: the lack of standardized cost parameters for their implementation in the public sector. By analyzing five types of nature-based solutions (rain garden, bioswale, rain garden, living fence, and vegetated hydraulic staircase), the study demonstrates that approximately 95% of the necessary inputs and services are already available in the National System for Research on Costs and Indices of Civil Construction (Sinapi), the main national reference for public works.

The results show that Brazil already has the technical and institutional conditions to integrate nature-based solutions (NbS) into public policies for infrastructure, urban planning, and climate adaptation. Incorporating these solutions into public budgeting instruments contributes to improving the quality of public spending, increasing the resilience of cities, and promoting more sustainable and efficient infrastructure.

This initiative integrates the efforts of CGEE, in partnership with the Ministry of Environment and Climate Change (MMA), within the scope of an inter-institutional articulation coordinated by the Civil House of the Presidency of the Republic, aiming to offer technical subsidies to support the implementation of greener, more resilient cities prepared for climate challenges.
