The Directorate of Strategic Projects and International Relations of the Center for Management and Strategic Studies (CGEE), represented by its director Caetano Penna, participated on March 27, 2026, in the event to announce and open the process of building the National Strategy for Nature-Based Solutions (ENSBN). The event was broadcast live on the official YouTube channel of the Ministry of Environment and Climate Change (MMA) and can be accessed in its entirety via the link: https://youtube.com/live/xH5yoYIXt2c?feature=share
The ceremony was attended by the Minister of the Environment and Climate Change, Marina Silva; the National Secretary for Urban Environment, Water Resources and Environmental Quality, Adalberto Maluf; as well as representatives from partner institutions involved in the development of the Strategy, such as the rector of the Federal University of Alagoas (UFAL), Josealdo Tonholo; Maurício Guerra, Director of the Department of Urban Environment of the MMA; and Rodrigo Perpétuo, from ICLEI – Local Governments for Sustainability.
The National Strategy for Nature-Based Solutions (ENSBN) is an initiative led by the Ministry of the Environment (MMA) that aims to integrate nature into urban planning, address climate change, and promote sustainable development in Brazil. Announced during COP30, the ENSBN is a strategic instrument to enhance climate resilience, promote the conservation and recovery of ecosystems, strengthen socio-environmental justice, and guide public policies, investments, and intersectoral actions throughout the country.
During the event, Caetano Penha gave an institutional speech, in which he highlighted CGEE's trajectory in the Nature-Based Solutions (NbS) agenda since 2015, emphasizing initiatives developed within the scope of the Innovation Observatory for Sustainable Cities (OICS) and within the scope of the New PAC, in an inter-institutional partnership between the Civil House, MCTI, MMA and MCID.
CGEE will act as a technical partner in the construction of the ENSBN, being responsible for supporting the consolidation phase of the Strategy's theoretical and methodological basis. This phase includes the systematization of definitions, guidelines, instruments, governance arrangements, and monitoring and evaluation mechanisms, contributing to structuring and improving the country's performance in the SbN agenda.
CGEE's participation reinforces its role in linking technical and scientific knowledge with the formulation of public policies, supporting the development of integrated solutions to environmental, social, and economic challenges in Brazil.
